Singapore is quite strict with smoking, in particular, littering. They are also one of the best airports I have been to for smokers.

JEWEL
There is no smoking areas in or outside of Jewel so you’ll need to be a bit energetic to walk to a close by spot.
If you walk through Jewel on Level 1 and enter into Terminal 1 at the first available point you need to start walking towards the right. You will see behind the glass in front of you the customs check points. Keep walking to the right and you’ll come to a wall of glass doors exiting Terminal 1.
Turn left and walk along the path until you reach the next building. Just before this building there is an unofficial smoking area to the right. You’ll see some ashtrays in the middle of a pathed area. This is the closest place to smoke at Jewel that isn’t airside.
